The CEO Office Unit
The CEO Office Unit is responsible for ensuring effective and efficient management of the office of the CEO and its operations, and ensuring that minutes and records of internal management meetings are kept. It also coordinates all national, regional and international activities including the development of cooperation with other regulatory authorities, regulatory associations and development partners. The Unit is also responsible for procuring the services of providing independent and objective internal audit and assurance services designed to add value and improve on SERA’s operations. This Unit also liaises with stakeholders and attends to customer complaints, including the promotion of customer education. The Unit is also responsible for positioning and promoting the image of SERA through an approved communication and stakeholder management strategy/policy.
The Regulation Department is responsible for economic regulation by determining the conditions on, and prices at which licensees sell electricity. This includes the role of setting or approving tariffs, prices and charges, determining cross subsidies, establishing and implementing economic regulation methodologies relating to electricity tariffs, pricing and charges. The department is also responsible for developing and implementing uniform system of accounts and minimum information required for tariff application, and collection, capturing, processing, analysing, storing, dissemination and management of the electricity industry data and information. The department is also responsible for the study of future electricity supply, providing assistance in evaluating utility investment decisions for future generation capacity, energy efficiency and demand management plans in order to address future electricity supply security and infrastructure needs of the country. It also assists in the implementation of renewable energy and energy efficiency policies of government and assesses The department consists of five (5) employees in the form of the General Manager, financial/economic tariff analyst, licensing engineer, compliance officer and an economist.
Finance and Administration Department
The Finance and Administration Department is responsible for financial management in the organization: namely, financial and accounting, supply chain management, budgeting, administration of security, assets, travel and facilities. The department is also responsible for human resources: human resources planning, human resources development and compliance with labour legislation. It is also responsible for strategic and business planning, monitoring, evaluation and reporting on the performance of SERA in terms of implementing the strategic and business plans. It also monitors the implementation of strategies to mitigate internal risk. It is also responsible for managing the internal policies, procedures and guidelines that govern employee conduct. The department is also responsible for computer services support and general ICT services.
The Board Secretariat is responsible for ensuring effective and efficient support of the operations of the Board and ensuring that minutes and records of Board meetings are kept. The Secretariat also provides legal advisory services on regulatory matters during development and safeguards the legal interests of SERA when other parties are involved. It also provides legal advice during licensing process. The Secretariat is also responsible for providing regulatory legal and secretarial services to the Board. This Unit also liaises with stakeholders and attends to customer complaints, including the promotion of customer education. The Unit is also responsible for positioning and promoting the image of SERA through an approved communication and stakeholder management strategy/policy.
